Books of technical conditions for import
(Vegetable Ghee – sunflower's oil-packed sardine and
Ton –mineral water –macaroni-Pasta )
First: Vegetal Ghee :
• The oils and vegetable ghee used for ghee production should be prepared from oils and fat that prepared for food and identical to the Syrian typical specifications
• It should have the crème white color inclined to yellow
• Should be free from strange taste and smell
• Fat shouldn't be less than 99.5 % mass
• No. of acidity shouldn't be more than 0.6mgkoHg
• No. of peroxide shouldn't be more than 10m. fitting oxygen supra oxidek.g.smn
• Melting point should range between (31-41)s
• The content of the flying subjects shouldn't be more than 103 S degree on 0.2% mass
• Vitamins (A-D-E) can be added

Metallic polluter:
Iron Fe shouldn't be more than 105mg/kg
Copper Cu shouldn't be more than 0.1 mgkg
Lead Pb shouldn't be more than 0.1 mgkg
Arsenic As shouldn't be more than 0.1 mgkg
Nickel Ni shouldn't be more than 0.2 mgkg

Packing:
Vegetable butter should be packed in packages made of materials that don't react with the product ingredients and don't change the color, taste or the smell
Containers should be healthy, clean, dry, empty from strange smells and firmly closed
The product must be packed in tinplate of 20kg, 8kg, 4kg, 2kg and1kg capacity

Second: Sunflower's oil:
It should be extracted from sunflower's seeds after being processed by the adequate technical process according to the Syrian typical specifications




Distinctive characteristic:
The density relativity (in degree 20 S /water in degree 20S) 0.918-0.923
A little refractive 1.467-1.469
Saponify No. with KOH/G/oil 188-194
Iodine No.: 110- 143
The un saponified subjects shouldn't be more than 1.5%

The quality standards :
The color: should be pure golden yellow (free from turbidity and sediment)
The smell and taste: it has a distinguished taste and smell and free from any strange taste and smell (rancid)
No. of acidity shouldn't be more than 4MGkoH/G oil in the new oil
Peroxide No. (Shouldn't be more than 10m. oxygen parabola supra oxidek.g.oil
Shouldn't be more than 0.6 MGkoH/G oil in the clarified oil
It is allowed to use coloring and natural flavored or its unnatural counterparts if it doesn't deceive or mislead the consumer by hiding the quality of the oil or a defect in it

Polluters:
The polluters shouldn't exceed the proper limits showed below :
The flying subjects in degree 105S 0.2% weight
Iron Fe 5mg/kg
Copper Cu 0.4 mg/kg
Lead Pb 0.1 mg/kg
Arsenic As 0.1 mg/kg

Packing :
The oil must be packed in healthy packagees made of un harmful materials that don't affect its characteristics , not used before and should be clean, dry, empty from strange smells , firmly closed ,painted from inside with material that do not become rusty or has an interaction with oil and suitable for storing food materials
The containers of 16kg, 8kg, 4Litre, 2 Liter and1Liter capacity
These packages should bear the transmission and storage conditions

Statement Card :
The following information should be written on the package in Arabic with a
clear writing unremoval or change in The name of packed material (sunflower's oil )
1. Name of the packed material ( Sun flower oil )
2.The added materials
3.The net content of the package size and weight
4.Name and address of the productive factory
5.Country of origin
6.packing & expiry date in month and year
7.Duration of fitness


Third: Ton

Ton fish cooked or uncooked before from meat of ton fish kept in water and oil in heat processed packages, new making and safe from microbe diseased

General characteristics:
• The rate of mercury shouldn't be more than 0.7mg/kg in the product
• Should be firm consistency and has un pasta look , safe from strange materials and blemish
• Should have an acceptable test and smell that of the ton fish
• Should be of white or pink color safe from brown meat and the rate of salt shouldn't be more than 2% in the product
• The weight of the meat shouldn't be less than 70% from the pure content of the tin

Packing and preservation :
• The tin should be clean , has the characteristic of the safe tin , firmly closed ,painted from inside by materials that don't affect the product or interact with it , and safe from poisonous compounds
• The expiry date should be printed firmly on the tin
• Tones tin 200g , the capacity of the carton is 48tin

Statement label
• contains the name of producer, manufacturer, origin country clearly written in Arabic
• The special instruction of storing conditions
• The net weight , the total weight , production & expiry date


Tinned Sardine :
Small fish one of the sardine family that familiar internationally and kept in a vegetable oil which good for eating inside a heat processed container to prevent its spoiled and fill in firmly closed tins and the fish should be cooked , new made and safe from diseased microbe

The structure:
• The content of the tin should have the similar quantity of fish meat .the head tale , and scales must be completely eliminated
• The rate of mercury shouldn't be more than 0.6mg/kg in the fish
• The content of the tin shouldn't be less than two fish and more than five
• The rate of salt shouldn't be more than 2% in the case of filling in oil
• Should be safe from unacceptable or strange taste and smell
• Each fish should be rescannable firm , un soft and its bones are fragile

Packing and Preservation
Sardine's Tin 125g the contents of each carton is 50 tins
The decision No. 301/T year 2006 that issued by the Ministry of Agriculture is considered an integral part from this book


Forth : the natural mineral water
Syrian typical specification is applied on all the filled natural mineral water which is made for sale as food substances
This water excels by its containing of specific rate of mineral salt and some of insignificant components or its other constituent in condition that the natural mineral water is safe from the color, smell, taste and turbidity

Polluters:
The following amount of polluters less than the sill of discovery ways when it is examined by international ways or the ways of food & American medicine management and these are the following polluters:
• Phenol compound
• The effective agents on the surfaces
• Insecticide and the di-phenol that is various in chlorine PCB,S
• Mineral oil
• The Hydro and perfumed Carbon that has various nucleus

Healthy stipulation
According to the mentioned articles in the General Principals for healthy food that issued under No.(REF.N O.CAC/RCP-1969)at marketing the natural mineral water should be empty of:
• Intrusiveness and sicken microscopical
• Ishreish Colon and all colons knots excrement in each examined sample with a size of 250ml
• None air Boughe return to sulfate in each examined sample with a size of 50 ml
• False rusting ( blue bacillus ) in an examined sample with a size of 250 ml


Packing:
The natural mineral water should be packed in plugged bottles in away that prevent the water characteristic from getting changed or polluted
Capacity 1.5Liter -1 Liter – 0.5 Liter

Pure Content :
The pure content should be mentioned by sizes using the international system units (meters system)

Name and address:
the name of the spring its place, investor's address Should be mentioned on the card with the production and expiry date and the duration of fitness

Origin country
the origin country Should be mention ed or else the consumer will be deceived

The banned on the cards:
Any medical influence (protective, analgesic, curative) or any useful influence related with the consumer health concerning the product characteristic which is the subject of Standard Specification Shouldn't be mentioned



Optional statements
the phrases which contain the subjective characteristic of the product can be mentioned on the cards as a part of product's naming or beside it in a noticeable place on a condition that the phrases don't exceeds the following :
1. alkalinity when the product contains more than 600ma/l from H CO-3
2. acidity when the product contains more than 250 ma/l from the free gas carbon dioxide
3. salty when the product contains more than 1000 ma/l from Na Cl
4. contains fluoride when this material exceeds 1 ma/l in the product
5. ferric when the ferric exceeds 5 ma/l in the product Fe
6. iodine when the lode exceeds 1 ma/l in the product I
7. potential cloms of mud the product contains more than 1000 ma/l of solid material which is totally melted or more than 600 ma/l of HCO3-

Fifth: Macaroni and pasta

This specification specialized in the uncooked macaroni and pasta with all its shapes the packed or a suitable cased ( sealed & packed)

Macaroni: an prepared alimental made of dehydration of different shapes of paste which is basically made of hard wheaten flour or soft and proved or their mixture

Pasta: thin macaroni with a bacillary shape straight or sticks, its diameter range between 0.5-1.25mm
The first kind: prepared from hard wheaten flour (soft semolina-coarse semolina)

Common shapes:
• Long macaroni `tubed or a bacillary shape straight or circuitous, its length range between(125-500mm) . The diameter of the tubed range between (3-12.5mm)and the thick of its wall range don't be more than 1.2mm . the diameter of bacillary range between 1.5-2.5mm
• Short macaroni :has tube shape ,its external diameter range between 2.5-25mm and its length range between 15-125mm
• Macaroni of special shapes (line, circle, spiral, alphabetical letters, stars, shells.. etc)
Pasta: a stick shape straight or circuitous, its length range between (10-250mm) . The diameter of the tube range between (0.5-1.25)
The following Should be available in the macaroni and the pasta:
1. the decided characteristic of the materials coming within macaroni and pasta industry must be applied on the Syrian typical specification No. 315 on 1998
2. should be firm consistency and the color is shiny ,safe from spots, keeping its natural characteristic and has a fragile quality
3. should be safe from rotten and bad smells
4. should be clean safe from harmful materials ,blemish and insects in all its different stages
5. the product must preserve its consistency and shape when boiled in water for ten minutes for pasta and macaroni that have diameters and thicknesses not more than 1.2mm . and 20 minutes for macaroni that has diameters or its thickness not less than 1.3 mm and the pieces must not stick with each other






























the macaroni and pasta should achieve what is mentioned in the table

4. if there are metallic polluters their rate shouldn't exceed the limits, in the recommendation of constitution committee which specialized in that

Package
The macaroni should be packed in dry suitable packet that protect it from external polluters , and in heated closed cases made of cellophane or plastic
- the first category : packed in plastic cases which is heated welded that internationally allowed to use in packing the food materials with a pure weight of 500 g, 1 kg, 2kg, 5kg
- the container packets : the single packet of first category within big container packets insuring the protection and seclusion during transmission and storing
- When transporting, macaroni shouldn't be exposed to crash, breaking, and pollution by external polluters
- Statement cards should contain the following:
1. the name, address and identifying mark of the producer factory
2. the name of the produced material e.g. macaroni – Pasta ……
3. the shape and type of macaroni e.g. pasta first category with plain writing and distinguished color
4. list of ingredients
5. pure weight
6. packing, and expiry date
7. the instruction of storage should be mentioned
taking samples and analysis ways depend on what is mentioned in the Syrian typical specification No.315 on 1998

Article 1-concession's subject : Importing quantities of frozen or chilled sea fish

The Kinds :
1. Humped Red Seabream
2. Upeneus Moluccensis
3. Karides
4. Pandora
5. Red Sea Bream
6. Acanthopagrus
7. Barraguda
The divided offers are accepted quantitatively and qualitatively

Article 2 : qualifications
A- Depending on the Syrian qualification for chilled , frozen fish and its products issued by No. /1402/ of 1994 by the industrial Minister decision No. /97/on 31/5/1994 , and these qualifications are considered as the technical qualifications for importing the sea fish .
When importing the sea fish , the conditions and health executive controls which mentioned in decision No. /301/T of 2006 that issued by the Ministry of Agriculture and Agrarianism that adjusted to import live animals and its products and decision No. (86)T on 13/11/2003 saying that the fish must fit the human consumer concerning quality-allowed connected must be applied on The imported fish and its products shouldn't be from poisonous family that is prevented from marketing :
Tetraodontdae Molidae, diodontidae, Canthigateridae

B - the fish must be safe from sicken Bacteria , intrusion which are harmful for human , and poisonous substances originated from tiny organism in quantity that may cause harm
G- fish must be safe of rancid or rotten smells and has the same smell of grass or seawater

D- The imported fish must be ( complete fish and its bowels , scales and gills must be picked out )
H- skin : bright , wet ,limber , safe of scratch and lines , united with the muscles , and the covered mucus must be transparent

W- Epiglottis : bloodred and its smell isn't rotten ( with a notice that epiglottis of some of the fish has a dark red color e.g Ton and its similar)

Z- Abdomen: coherent, doesn't flow purulent liquids when pressing, and its anus is closed

K-Eye :shining , unhallowed, its cornea is transparent un dark, and filing all the eye hollow

L – abdomen cover must be shinning, wet , adjacent with the hollow , the bowels are clean , clear , shinning , and un blooded

M- Backbones must be stick to the breast hollow difficult to be separated from the muscles without crashing

E – the Heavy components ( mercury –lead-Emked Myom ) must be according to the standards mentioned in the Syrian Qualifications /1402/of 1994 , the Lead rate mustn't be more than 2 mg/kg , the mercury rate mustn't be more than 0.5mg/kg , the Emked Myom mustn’t be more than 0.1 mg/kg and the rate of radiation in imported fish must be within the allowed restricts of the food substances in the Syrian Arab Country

RIGHTS AND CONDITIONS BOOK CONCERNING IMPORTING FOOD STUFF FROM TURKEY EXCLUSIVELY



Announcement Subject :
Importing Food stuff

Offers Presenting :

Offers should be presented to the Divan of the Foundation located in Damascus – Zeblatani – Souk Al Hall Aljedid P.O.Box : 5603 in a sealed envelope written on it the announcement No. , its subject , exhibitor's name, fax No. & tel. No. with two sealed envelopes.

The first envelope :
Contains the initial Insurances, the receipt of buying the conditions book and the following documents :
- Participation demand from the offerer on which legal stamps of 1000 SP are attached
- A written declaration from the offerer sayting that he has read the announcement , the general and special condition books requested and that he is committed to all conditions & laws mentioned in it
- A written declaration from the offerer sayting that not to be deprived from entering tenders or contracting with the public parties in the Syrian Arab Republic.
- That there is no attachment or an executive attachment for the benefit of the public parties in the Syrian Arab Republic.
- A declaration stating that he does not deal with Israel

The Second Envelope :
Contains the financial offer that states the materials & quantities which the offerer want to import them with the prices in single and in whole for each kind separately in EURO currency without any scratching or elimination or filling. It is not allowed to contain any preservations or financial ,right or technical conditions & they will not be relied on if they are mentioned .





Initial Insurances :

As following :

Sun flower oil 37 EURO / per ton
Vegetable Ghee 40 EURO / per ton
Sardine & Tuna / 15 EURO / per Cartoon
Mineral water /10 EURO /per 1000 lt.
Macaroni & pasta / 33EURO / per ton
Fishes 200 EURO / per ton

paid in cash to the foundation Fund or in a certified cheque in the name of the foundation or by a bank bail issued by a resident & reliable bank from the public specialized parties in the Syrian Arab Republic.

The Final Insurances :

10% of the contract value is paid in cash to the Foundation Fund or in a certified cheque in the name of the foundation or by a bank bail issued by a resident & relievable bank from the public specialized parties in the Syrian Arab Republic to be presented within 15 days from the date of informing the covenanter that the obligation reference to him before signing the contract. The presented temporal insurances can be considered as final insurances if the covenanter paid the differences between the two insurances during the mentioned period in case that the temporal insurances are less than the final ones. The final insurances are not to be returned but after clearing the contract.

- The divided offers are accepted & the foundation has the right of fixing any quantity on the offerer according to what it find it suitable concerning type & price according to its benefit without any right for the offerer to object on the quantity fixed by the foundation no matter how much the decreasing quantity is less than the quantity mentioned in his offer. The offerer has no right to ask the foundation for any compensation for fixing quantity, price & type.








Expenditures, Fees and stamps :

The covenanter must pay all the financial taxes of the contract , the stamp fees on the two copies of the contract , advertisement fees, any other fees resulted from the contract , expenditures of loan opening & commissions resulted from the loan inside & outside Syria with the value of the Insurance contract in Syria.

The executive period :

The executive period is a year for the fishes & 6 months for the rest of the materials starting from the date of informing the covenanter of the documentary confirmation. Quantities are to be supplied according to a program of supplying designed by the foundation & informed to the covenanter. This program of supplying is considered as a part of the contract.

Paying :
Paying must be according to the net weight mentioned in the receiving receipts which are signed by the receiving committees formed by the foundation for this purpose without any reservations after discounting the packages weight from the gross weight according to a documentary divisible confirmation by virtue of a letter from the foundation to the Commercial bank of Syria to release the cargo price after presenting the following documents by the covenanter to the Commercial bank of Syria whose confirmation is opened through him. The documents should be certified by the Embassy of the Syrian Arab Republic or its substitute in the country of origin if it is necessary to certifying the documents. The fees of certification must be paid by the covenanter.

The Requested Documents :

- 7 copies of a commercial Invoice signed by the covenanter, one copy is certified by the Chamber of Commerce & the Syrian Embassy in the country of origin. The fees of certification must be paid by the covenanter.

- A group of complete & clean shipping papers empty of any reservation for the name of Public Foundation of storing & Marketing
the Agricultural & Animal products in Damascus written on it the phrase
( shipping Fees are pre paid )
- three copies of an Certificate of Origin one copy is certified by the Chamber of Commerce & the Syrian Embassy in the country of origin. The fees of certification must be paid by the covenanter.

- 7 copies of a certificate of the merchandise weight & type confirming that it matches completely the qualities mentioned in the technical condition Book.

Delaying Penalties :
03% three in thousand of the total value of the contract per every delaying day as not to exceed the total of the mulcts 20%of the total value of the contract

Engagement Time Between The Offerer And His Offer :
90 days starting from the second day that follows the date of presenting the offers

Reception :
In case of loading, materials should be received by CIF by the foundation's cars after cleaning them by the covenanter . the covenanter must pay all the dissolution 's fees , expense ,paying and clearance .
In case of air shipping , the arriving airport received by CIF by the foundation's cars after cleaning them by the covenanter . the covenanter must pay all the dissolution 's fees , expense ,paying and clearance .
In both cases of air and loading, the foundation doesn't pay any expenses before putting the materials on its trucks.
In case of land shipping the receiving must be CIF in the places that specified by the foundation after cleaning them by the covenanter and all the dissolution 's fees , expense ,paying and clearance and other expense resulting from loading and taking down the materials till they are arrived to the warehouse specified by the foundation

Disagreement Resolution :
The disagreements between the covenanter and the administration should be resoluted in friendly ways , but if not they should be resoluted by the administrative judiciary in the Syrian Arab Republic

The Forceful Force , Sudden Accidents And Urgent Cases :
The covenanter should present all his demands to lengthening the covenant period resulted from forceful force , sudden accidents and urgent cases during fulfilling the covenant within fifteen days from the date of the reason occurrence that cause delay explaining the reasons which caused the delay. if he doesn't present this demand it will be considered as a confirmation that he no justified reasons for this delay as a result his right of objection, against the penalties imposed on him from the delay, will be cancelled

Commission Agent :
The chosen covenanter for the tender should appoint a commission agent in Syria according to the decree laws No. /15/ of /2001/ and its amendments. He should choose the country of the chosen agent to be in Syria which will be considered obligatory for him even if he moved to another place except in case of not writing to the administration telling it about his new place at the same city or all the sent notifications to his first place are legally right .

Transportation And Shipping Conditions :
Shipping transportation , the covenanter must guarantee that the contract of shipping includes the following items :
- Shipping must be through the Syrian Public foundation for shipping or by its approval
- The unloading port of Lattakia or Tartus
- The weekend in Syria starts from Thursday at 15.30 and ends on Sunday morning at eight o'clock
- The land transportation oblige the covenanter to transport the merchandise by air-conditioned means of transport having all the technical and health conditions requested to deliver the merchandise according to what was mentioned in the technical conditions Book.
Air transportation must be through the Syrian Arab Air foundation or its approval .



Insurance :

Must be through the Syrian Public foundation for insurances in any way of the shipping by Sea or by air or by cars. The covenanter must pay the price of the insurance contract.

The offer will be rejected in case of presenting it contrary to the Announcement & the conditions books or after the mentioned date or in case of not presenting the requested insurances within the offers presenting period.
