BOOKLET OF THE( TECHNICAL) TERMS TO IMPORT
BONED AND CUT UP MUTTONS


Public establishment for storing and marketing of the agricultural and animal products in Syria is intend to purchase the following items :

Article 1 : items :
- frozen and cut up mutton with bone ( gigot- armpit- spine- flank….), quantity is 100 tons (+/-) 25% .
- frozen and cut up boned mutton, quantity is 300 tons (+/-) 25%.

Article 2: specifications :
The required general specifications shall be as follows :
A) the mutton shall be from the slaughtering of complete sheep body in a good condition amputated into pieces with out head, skin, hoofs and tail), also they shall be free of guts), the saluting area and the sheep interior shall be clean, also synvial and abdominal membranes shall be in a good condition.

B) The muttons shall be free of blood and completely bled, also they shall be slaughtered, under the supervision of establishment representatives, according to the Islamic method (Halal slaughtering) and the same shall be done in slaughterhouses according to decision No. /169 / in 2007, issued by the ministry of agriculture.

C) The muttons shall be high quality from fattened sheep.

D) The muttons shall be from non-sick and normally growing sheep, also they shall be not treated with hormones or any material affecting its normal growth, also the radiation percentage shall be not more than the permitted limit assigned by the atomic energy organization in the Syrian Arab republic.

E) Technical methods shall be followed in preparation, packing, refrigeration, freezing, preservation and transportation of the muttons according to the technical conditions in the decision No. /301/2006 issued by the ministry of agriculture.

F) Muttons shall be 100% from gelded or ( non-gelded) males sheep. the sheep shall be, at the time of delivery, free of all kinds of diseases, such as fungal, bacterial, and contagious diseases, as well as all other internal and external diseases and surface bleeding, that all stated in the decision /301/ issued by the ministry of agriculture, they shall be delivered not more than /90 /days from the slaughtering date concerning the required frozen muttons and the seller ( supplier ) shall be hold liable for the safety of the muttons and their suitability for human consumption till they reach the destination country and finally delivered.

G) The color and smell of the muttons shall be normal.

H) The muttons shall be from slaughtered sheep and shall be sealed by the veterinary hygienic authority

I) Muttons shall be frozen by fast shock freezing

J) Decision /301/ in 2006, issued by the ministry of agriculture is an integral part of this booklet.

Muttons at the time of delivery shall be subject to check and veterinary analysis to assure their safety from all contagious disease and the establishment has the right to reject all the suspected and infected items with out any right for the seller to ask for any compensation as a result of such refusal

k) frozen cut up muttons and frozen boned muttons, shall be packed with transparent materials special for such purpose as mentioned in the decision No. /301/ issued by the ministry of agriculture and they shall be inside carton packages, also kind – weight and description card shall be written in Arabic on the packages provided that carton packages shall not be included in the muttons net weight as those packages shall be considered as free of charge property belongs to the establishment.

Establishment shall has the right to select suitable packages at the time of packaging .

Article 3: special specifications :
- Boned and cut up muttons shall be as follows :
- sheep age shall be not more than one year old.
- Muttons shall be from 100% slaughtered, cut up , and male sheep, also they shall be slices of lean meat (fat shall be not more than 5%)
- Muttons shall be from the cutting up of boned slaughtered sheep weighting 12-18 kilograms.
- Preservatives or food coloring materials shall not be added to the cut up muttons and they shall be packed in Air evacuated packages, thick and made of permitted materials which are not affecting negatively the public hygiene, also muttons slices shall be packed inside suitable packages which preventing leakage of liquids. muttons packages or boxes shall be put inside the refrigerated mean of transportation in such a way keeping spaces between them to provide the required ventilation and refrigeration.
1- it shall be written on each package – imported for the Public
establishment for storing and marketing Of the agricultural
and animal production – name and type of the product – name
of the producer- date of slaughtering ( production date) ,
expiry date and the net weight in international units
( measurements) -country of origin – storing degree provided
that, each package shall be weighting ( 0.5 – 1 ) kg. and
several packages shall be put inside large package to facilitate
loading , discharging and transporting of the goods.

2- muttons shall be ( 18-20 degree centigrade ) inside packages
and shall be transported in special technical transportation means which are assigned for such purpose and the freezing shall be in fast way.

- frozen and cut up mutton with bone ( gigot- armpit- spine- flank….):

- from the cut up of complete 100% male slaughtered sheep.

- From sheep not more than 1 year old at the time of slaughtering

- The weight of each slaughtered sheep, that is going to be cuts up, shall be ( 12- 16 ) kilograms.

- muttons shall be ( 18-20 degree centigrade ) inside packages and Preservatives or food coloring materials shall not be added to the cut up muttons and they shall be packed in Air evacuated packages, thick and made of permitted materials which are not affecting negatively the public hygiene, also muttons slices shall be packed inside suitable packages which preventing leakage of liquids. muttons packages or boxes shall be put inside the refrigerated mean of transportation in such a way keeping spaces between them to provide the required ventilation and refrigeration.
- it shall be written on each package name and type of the product – name of the producer- date of slaughtering
( production date) , expiry date and the net weight in
international units measurements) -country of origin – storing
degree provided that, each package shall be weighting
( 0.5 – 1 ) kg. and several packages shall be put inside large
package to facilitate loading , discharging and transporting of
the goods.

- Article 4: supervision and program of supply

1- Establishment shall send committees ( representatives ), each
committee members shall be not less than 3 persons and not
more than 5 persons one of them is a veterinarian from the
ministry of agriculture ( animal health directorate), mission
period of each committee shall be fifteen days to supervise
and watch sheep before slaughtering as well as all stages
following to slaughtering operation such as bleeding,
evaporation, cuts up slaughtered sheep , boning, muttons
cut up, packing , preparation, filling inside boxes until
shipping and assuring that the goods are identical to the
specifications mentioned in this booklet, and the committee
has right to reject any item(s) not identical to the
conditions mentioned in this booklet and the supplier shall
replace any items which are contrary to the condition of this
booklet, but the supplier shall hold responsible in front of the
establishment for any un-identical items to the conditions and
specifications as well as the loss if it is there at the time of
goods arrival and final delivery.
2- supplier( seller) shall carry out all the expenses of the
delegation of the committees by the establishment and the
same shall be deducted from the seller's(supplier's) dues.

3- quantities agreed by the contract shall be supplied during the contractual period which is 240 days starting from the commencement order date according to the following table :

- Article 5:

the management has the sole right to increase or decrease the
total quantities of the contract from 1% to 25% during the contract period.
