Urgent Speed External Tender Announcement
The General Establishment for Warehousing And Marketing announces its need of the purchase of the following materials :
400 tons + 25% of frozen sheep meat
300 tons + 25% of frozen bull meat
300 tons + 25% of frozen calf meat
in accordance with the technical , financial and legal conditions available with it .
Bidders are requested to submit their offers to the Establishment Office located in Damascus – Zablatani , New Souq Al-Hal in a sealed envelope containing two sealed envelopes .
The first envelope shall contain the credentials and temporary bonds .
The second envelope shall contain the financial offer denominated in Euro, partially for the ton and totally for the whole quantity .
Bid bonds shall be 2% of the bid value to be submitted in cash to the treasury of the Establishment or by a certified cheque in favour of the Establishment or by a Bank Guarantee issued by a domestic accredited bank .
Performance bond is 5% of the total value of the contract to be submitted in cash to the treasury of the Establishment or by a certified cheque in favour of the Establishment or by a Bank Guarantee issued by a domestic accredited bank .
Execution Period : 120 days from the commencement date .
Offers for the whole quantities are accepted or
The bid for the sheep meat quantity or
The bid for the bull meat or
The bid for the calf meat
Period the bidder sticks to his offer is 60 days effective from the day following the closing date of the offers .
Delay Penalty shall be 0.003% " three per thousand of the value of the delayed quantities for each day .
Bids are accepted until 20/ 7/2010 and any offer coming after this date shall not be accepted .
Bids are opened at 11 am of 21 / 7/2010 at the headquarters of the Establishment .
Book of conditions can be obtained from the Establishment Financial Directorate against the payment of 20 Euros .
This announcement is subject to Law No. 51 for 2004 and Decree No. 450 for 2004 .

( Technical ) Conditions Book of The Import of Sheep Meet .
Article 1. The Materials : 100% masculine Sheep Meat as per the following :
-Frozen chopped meat with bone ( Leg – Bat – Metleh – Thorax – Neck ) 100 tons + 25% .
- Frozen chopped meat without bone from a whole slaughtered animal ( Leg – Bat – Metleh – Thorax – Neck ) 300 tons + 25% .
Article 2. The Specifications :
The Required General Specifications are as Follows :
a. The meats shall come from whole slain sheep not missing anything with no head, hide , hooves, fat tail or tail , with no bowels and the coelom and MATHBAH should be clean , but the plasma and abdominal tissues should be sound .
b. The meats should be from non-bleeding animals with full bleeding to be slain under the supervision of the Establishment delegate and should be slain according to the Islamic Sharia ( Halal ) . The slaying should be in slaughterhouses as stipulated in Resolution No. 169 for the year 2007 issued by the Ministry of Agriculture .
c. The meats should be of the best quality from sound fattened and not feeble animals .
d. The meats should originally from non-sick animals which have naturally been grown and not treated with hormones or any materials that makes their growth unnatural and the radiation percentage should not exceed the limits determined by the Atomic Energy Authority in The Syrian Arab Republic .
e. The technical methods should be applied in preparing, packing, refrigerating ,preserving and moving the meats in accordance with the technical conditions stipulated in Resolution No. 301 for 2006 issued by The Ministry of Agriculture.
f. The meats should be from 100% masculine animals, and upon the delivery of the animals, they should be free from all microbic and fungal injuries and from the infectious and contagious diseases and from all internal and external diseases and injuries and the surface bleeding stipulated in Resolution No. 301 issued by the Ministry of Agriculture and not more than (90)ninety days have elapsed on their slaying upon their arrival to Syria and the supplying part ( contractor ) shall be responsible for maintaining the safety of the meats and their validity for human consumption until their arrival to the country and their final receipt .
g. The colour, smell and taste of the meat shall be natural .
h. The freezing of the required meats shall be by fast shock method .
i. Resolution No. 301 for 2006 issued by the Ministry of Agriculture shall be an integral part of this Book.
j. Upon their arrival to the country, the meats shall be subject to veterinary tests and analysis to ensure their safety from all infectious diseases, and the Establishment has the right to reject all injured or suspected meats and the contractor is not entitled to claim any compensation as a result of this rejection .
k. The frozen chopped sheep meats and the frozen boneless sheep meats shall be supplied wrapped with transparent packing materials designed for such purpose
In Resolution No. 301 issued by The Ministry of Agriculture and they should be put in cartons in addition to the clarification card and these will not be included in the weights of the packets within the net weight of the meats and such packs are considered the property of the Establishment free of charge .
Articl 3. The Special Specifications :
- the frozen boneless chopped sheep meats shall be as follows :
- These shall be cut to pieces from 100% masculine whole slain animals without the flank and not minced .
- The meats shall be from chopping and boning slain animals of which the weight is 12 to 18 kilograms .
- No preservation or colouring materials shall be added during the chopping and preparing of the meats which should be packed in vacuum thick and transparent packets made from allowed preparation materials not harming the general health. The pieces of meat shall be put in proper packs wrapped from inside with a liquid proof casing . Each pack should bear a clarification writing in Arabic stating ( Syria , Import of the General Establishment for Warehousing And Marketing – the type – the gender , country of origin , date of slaughtering , validity , weight and Halal slaughtering , name and type of product, the net weight in kilo and the temperature degree of storing ) . The weight of each pack shall be 0.5 , 1 and 2 kilos ) as follows :
1. Weight of 0.5 kg category : 90 tons + 5% .
2. Weight of 1 kg category : 120 tons + 5% .
3. Weight of 2 kg category : 90 tons + 5% .
A number of packets shall be put in a big packet designed for this purpose to facilitate loading, unloading and moving .
- The temperature degree inside the meats shall be ( – 18 to – 20 degrees centigrade ) and should be moved in means of transport technically equipped for such purpose and the freezing should be by the quick shock method .
Frozen Chopped Sheep Meat With Bone ( Leg, Armpit, Metleh, Thorax, Neck ).
- This meat should be from 100% masculine complete slain animals .
- Should be from sheep not exceeding 18 months of age when slaughtered.
- The individual weight of the slain animal to be chopped should be 12 -18 kg.
- The temperature degree inside the wrapped and encased meats should be ( -18 up to –20 ) degrees centigrade . No preservation or colouring materials should be added to the meat pieces during chopping and preparation and they should be packed in vacuum bags and in thick transparent casing made from permissible packing materials not harming the public health and liquid proof .
- Each packing should bear a clarification writing in Arabic stating ( Syria , Import of the General Establishment for Warehousing And Marketing , the gender , country of origin , date of slaughtering , validity , weight and Halal slaughtering , name and type of product, the net weight in the kilogram and the temperature degree of storing ) . Several packets should be put in a big packing designed for this purpose to facilitate loading , unloading and transport .

Article 5. Supervision And Supply Schedule :
The establishment shall delegate a committee of three members one of them a veterinarian from the Ministry of Agriculture ( Animal Health Directorate ) . The period of delegation shall be 15 days to supervise and inspect the sheep before slaughtering and all the processes after the slaughtering such as bleeding, evaporation and boning the meats and chopping , packing , casing and packaging them until their shipping and making sure that the goods are in compliance with the specifications stipulated in this Book. The committee has the right to rejects what it seems to it not in compliance of the conditions stipulated in this book. The contractor shall replace the incompatible quantities , and the contractor shall always be responsible before the Establishment if the goods are in violation of the conditions and specifications and shortage if any upon their arrival and final receipt .
2. The contractor shall bear all the expenses of the committee delegated by the Establishment and they shall be deducted from the dues of the contractor .
4. The contracted quantities shall be supplied during the contracted period of 120 days beginning after twenty days from notifying the contractor of the opening of the documentary letter of credit or from the day following the arrival of the committee to the supplier’s country whichever is nearer provided that the meats arrive in Syria after 90 days of the slaughtering.
